St. Tammany Parish Sheriff-elect Randy Smith has appointed three new deputy chiefs as part of his preparation to take office July 1. Smith also announced he will retain current Chief Deputy Fred Oswald in that post.
On Tuesday, longtime Sheriff’s Office employee Danny Culpepper was promoted from major to one of the three deputy chief positions, Smith said. Two new deputy chiefs, Tiffany Carasco and Jeff Boehm, were hired from outside the agency and began work Tuesday. Carasco has worked at the Slidell Police Department, where Smith has been chief of police for six years. Boehm has worked in a variety of law enforcement positions over the past three decades.
Smith will take office July 1 during a 10 a.m. ceremony at Church of the King near Mandeville, becoming St. Tammany’s first new sheriff in 20 years. He captured 52 percent of the vote todefeat incumbent Jack Strain on Nov. 21.
The sheriff-elect put in place an eight-member transition team in January to interview upper level Sheriff’s Office personnel and submit a report to help Smith make appointments in his administration. He said the Sheriff’s Office will announce additional changes in personnel and management operations in early July.
“Our transition team has done a great job interviewing employees at higher management levels and are continuing to work through mid-level rank,” Smith said. “Contrary to rumors that began shortly after the election last November, there will not be dramatic changes in personnel or leadership.”
Smith thanked Strain for making his staff and facilities available over the past few months. “I look forward to continuing a smooth transition in the last few weeks before I take the helm of the agency.”

The Slidell Republican Women’s Club (SRWC) recently bestowed its 2016 scholarship and leadership awards at Pinewood Country Club. President Peggy Seeley presided over the event.
SRWC awarded two scholarships through the Pearl Williams/Cecelia Drennan Memorial Scholarship Program. This annual award goes to a high school senior girl from one of the Slidell/Pearl River-area public or private high schools who meets the extensive scholarship criteria.
Carmen Fisk, daughter of Floyd and Linda Vicknair, received one of the SRWC scholarships this year. She is a recent graduate of First Baptist in Slidell, and plans to attend the Louisiana College and major in elementary education.
Caroline Legrand, daughter of Michel Legrand and Robyn Kleinschmidt of Slidell, is a recent graduate of Northshore High School. Her SRWC scholarship will help her attend Louisiana State University, where she plans to major in construction management.
This year’s Pearl Williams Superior Leadership Award was presented to Slidellresident Cindy Collins, whose years
of work on behalf of women’s and children’s issues were recognized.
More recently, Collins has been working with the issue of human trafficking, and arrived back the night of the SRWC awards dinner from Australia where she had just addressed the issue in that country. Her husband Marion Collins, a member of the Republican State Central Committee, accompanied her to the SRWC Awards Night dinner. Guidelines for this award describe that the winner’s qualities are to be “derived from lifelong achievements in leadership and service” to the community.
The SRWC recognizes its own Volunteer of the Year, and this year’s award went to SRWC member Chris Koviach, who serves simultaneously in several areas. This year alone, Koviach served as Secretary, worked with Member Outreach and Ways and Means, and was co-chair of publicity.
She always volunteers to help other members with their work on behalf of the organization. This past year she also volunteered her time on behalf of candidates running for office.
Also at the dinner, Slidell Mayor Freddy Drennan made welcoming remarks to the organization and to the various award winners.
SRWC officers for 2016 include: Peggy Seeley, president; Tiffany Parker, vice president and scholarship chair; Bridgett Bennett, secretary; Karen Fandal, treasurer; Charlene Stein, campaign chair; Tracey Powell, program chair; Heidi Crouch and Wanda Ricau, newsletter co-chairs; Dee Webb, member outreach and ways and means chair, along with Chris Koviach ; and Betty Hooper, hospitality chair.
The SRWC carries out many community projects and charitable endeavors throughout the year such as: The Pearl Williams/Cecelia Drennan Memorial Scholarship program; the Literacy Project, through which dictionaries are distributed to area school children, and the prestigious annual Pearl Williams Superior Leadership Award, presented in May of each year.
The Slidell Republican Women’s Club also actively supports area Republican candidates in office and running for elected office, and helps with teen Republican groups.
Prospective new members are always welcome, and can choose to participate in any of these endeavors and others throughout the year. Full membership is $30; the Associate Membership is $20.
